[Update: Implementation Plan to Increase Public Access to USDA-Funded Research Results]

Impacts: Final peer-reviewed and accepted for publication scholarly works derived from research funded by a USDA grant or contract.

Timeline: The USDA is expected to implement updated policies by December 31, 2025. Until implementation, scholarly works must be submitted to PubAg within 12 months of the date on which the publisher makes the article available online. After implementation, accepted scholarly works must be submitted to PubAg by their official publication dates.

Who Submits:  Authors, PI’s, and associated third parties (access to the PubAg Manuscript Submissions system requires a Login.gov account that is linked to a USDA eAuthentication)

What to Submit:  Until implementation, peer reviewed and accepted scholarly works resulting from research derived from grants (in Fiscal Year 2023 or beyond) or contract (signed after October 1, 2022). Following the update, peer reviewed scholarly works accepted for publication after implementation.

Versions of record may be submitted if author holds copyright (e.g., open access) or has permission.

Notes:

  • Scholarly publications must receive digital persistent identifiers, such as a Digital Object Identifier (DOI). It is possible to submit to the PubAg Manuscript Submission system without a DOI.
  • All authors of scholarly publications must have individual digital persistent identifiers, such as the Open Researcher and Contributor ID (ORCID ID), that are linked to their scholarly publications.
